2018 Rules and Regulations for Battle at the Big Chief

This tournament will be played at:
Tommy Mann Field, 2066 Sugar Pike Rd., Woodstock, GA 30188

Parking: All participants must park in the parking lot for the club. Parking is allowed in the church parking lot adjacent to the club during non-church activity days. If the church has a scheduled activity at any time, parking will NOT be allowed in their lot. No cars are to be parked in the parking lot in front of the Training Facility as these spaces are for umpires, tournament personnel and mobility disabled vehicles

Players will be announced before each at bat so please have your roster delivered to the Crow’s Nest prior to the start of each game. In order to get last names correct please provide phonetic spellings of any difficult to pronounce names.

Age Requirement: May 1 will be the designated date to determine ages but has added grade based waivers following the guidelines set forth in USSSA and are as follows:
Any player who turns twelve (12) years of age prior to May 1st of the current season shall not be eligible unless such player is enrolled in Fifth Grade. Any player who turns thirteen (13) years of age prior to May 1st of the current season shall not be eligible irrespective of enrolled grade. Coaches must have a current report card on hand along with the players birth certificate

Photocopies of birth certificates will be required to be available if requested by the tournament director.

One Team cooler will be allowed in the dugout.

All outside food and beverages are not allowed. Our concession stand will be open for every game played during this tournament.

Bathrooms: Men’s and Women’s bathroom are available at the concession stand. In the event attention is needed in the bathrooms, please contact someone in the concession stand and they will address it or locate the Tournament Director to address the issue.

Teams may up to (3) games per day

Protest Fee: $100 cash (on rule interpretation(s) only).

Game Time: Starting time is as posted, unless delay is created by the Sequoyah Jr Chiefs Baseball Club. Game time starts at completion of coin toss and will officially be kept by the umpires.

Home Team: Determined by coin flip in pool play, in bracket play the higher seeded team will be given choice of home/visitor. With the Jr. Chiefs hosting and this being their home field, the Jr Chiefs will have their third base dugout during all their games regardless if they are home or visitor in the game.

During pool play and bracket play the Home team is required to keep the official book.

Prior to the first pitch of the Teams game, an official roster must be submitted to the Tournament Director and the announcer in the Crow’s Nest

Player Minimum: A team must start with a minimum of 9 players but can finish with less, taking outs in vacated batting positions.

Games will be 6 innings or 1:30 in pool play & 1:30 for bracket play. Championship will go 6 innings unless a run rule is achieved. No new inning will start after 1:25 in pool play.

Mercy Rules are as follows:
15 runs after 3 innings
8 runs after 4 innings

Seedings will be determined by:

Win/loss record
Runs Allowed
Run Differential
Runs Scored
The Run Differential is maxed at 7 runs per game.
If a tie after above, head-to-head or coin flip determines seed.

Championship Games: There will be no time limit. After the completion of 6 innings and the game is tied, another official inning will be played. If the game is tied upon the completion of that inning, international tiebreaker rules are in effect.

Batter, Batter Runner & Runner

An Intentional Walk may be issued upon announcement from either the pitcher or catcher without throwing pitches.

At any time, the offensive team may use a courtesy runner for the pitcher and catcher of record from the previous inning on defense, if batting entire lineup. The courtesy runner must be the player making the last batted out or the last player in the order if no out has been recorded. The re-entry status of the courtesy runner, pitcher, and catcher shall not be affected by this rule. A player not in the lineup may be used as a courtesy runner for the pitcher or catcher if batting Bat 9-straight, Bat 9 with DH or Bat 10/Play 9 with EH.

Whenever a tag play is evident, a runner must slide or seek to avoid contact with the fielder and / or catcher. All plays at home plate requiring a tag out must result in the defensive player sliding or that player will be ruled out.

Pitching Rules

There is an 8 inning maximum for each pitcher during this tournament.
Scorecards must be signed by both head coaches at the conclusion of the game to eliminate inning validation problems.
No limit on the number of appearances a player can pitch he is only restricted on the amount of innings pitched.
The maximum number of innings a player can legally pitch in one day and still pitch the next day is (3).
The maximum number of innings a player can legally pitch in one day is (6) innings
If a pitcher is removed from the mound during a game he is not allowed to return to the mound in that same game unless he is the starting pitcher.

For all cumulative totals in the pitching rules, one (1) out equals one-third (1/3) of an inning, two (2) outs equals two thirds (2/3) of an inning and three (3) outs equals one (1) full inning. A pitcher that pitches in a game and records no outs is not charged with any innings pitched.
Visits to the mound; each team is allowed three charged visits to the mound within a game. A charged visit is a trip in which the manager or coach does not remove the pitcher. After the three charged visits are used, every trip to the mound will result in the pitcher being removed. A visit is not charged when the manager removes the pitcher from the mound. Remember, charged visits are cumulative for the entire game (visits are not tracked per pitcher). No restrictions on visits per inning.

Warm-Ups: There are warm up areas on the home and visitor side of the field. All teams are encouraged to warm-up as much as possible before game time. There is absolutely no warming up on the infield.

Baseballs: Teams must provide all game balls (2) new and (1) gently used.

No steel cleats are allowed at any age group

Uniforms: Numbers mandatory, matching uniforms recommended.

Adverse Weather: The Battle of the Big Chief Tournament will be played in adverse weather conditions. The format may be changed to lesser time limits or fewer innings to complete the tournament. Coaches and players accept these conditions when entering the tournament.

In the event of any rain out, games we will resume play where the game left off even if in the 1st inning of play. Games will be considered complete if (3) innings are finished.

Decisions: The Tournament Director shall have final decision on all tournament questions.

Refund Policy: There will be a $100.00 administration fee charged for complete rain outs; 1 game played = 50% of entry fee; 2 or more games played = no refund.

Tie-Breaker System: Games can end in a tie in pool play only. . In Elimination games, if the game is still tied after regulation play (ALL 6 or 7-innings), one more regulation inning will be played. If the game is still tied after this regulation inning, the International tie-breaker will be utilized by placing the last batted out on 2nd base to start the inning with no outs.

Batting Order: You have 4-choices for your lineup: (1) Bat 9-straight, (2) Bat 9 with DH, (3) Bat 10/Play 9 with EH or (4) Bat the entire lineup (Continuous batting order with FREE Defensive Substitutions applies) if batting entire lineup. Your selected batting order must be identified at the HOME plate meeting prior to the start of the game. An out will be recorded if any batting spot is vacated during the course of the game.

Bats
All bats -5 or greater must be stamped BPF 1.15. Must be a baseball bat – no restriction on weight or length as long as bat has “BPF 1.15” stamp.
Effective March 20, 2017, the 2 ¾ DeMarini CF Zen-CBZ 17 Model (-10) may not be used in Sequoyah Jr Chiefs Baseball Club events.

Head coaches are responsible for controlling the conduct of their own fans. Inappropriate behavior will not be tolerated and will result in the individuals being barred from the park for the remainder of the tournament. This includes yelling at or arguing with umpires.
