There seems to be some confusion or misleading about CT. There are two different CT events. Dream Park and All-Star Village. Both have cabins, similar parades, shopping.

Dream Park: (CDP)
1. Certificate Needed
2. 104 teams per week.
3. Teams are scheduled for one of the weeks.
4. 2 different type of teams. Experience and those that are there to win. Easy to tell by roster count. 14 or less are there for the experience. 20 or more are there to win.

All-Star Village: (CAV)
1. No Certificate Needed
2. About 50 teams per week
3. Teams can enter anytime to get in. Easier to get in.
4. Same as CDP.

So if any 12u team is saying they are going to Cooperstown and you want to go to CDP and not CAV ask them for the certificate number or show you a copy of the certificate. No cert number means no CDP. Any team who pays can get into CAV.
