10u baseball.
No one on base, pitcher in the stretch, does not come completely set, ump calls balk and issues ball 1. Is this correct?

Not a balk, but may be an illegal pitch by quick pitching the batter.
the umpire IMHO should have called illegal pitch instead of a balk, the result of which is an automatic ball. One purpose of the set position pause is to allow for the batter to get ready for the pitch.
