What determines who has a feeder program?

In some cases, they just don't care.  In some cases they care too much (control freaks).  As for trying out for the Freshman or JV teams, I don't know.  There may be GHSA rules against it (which I doubt).  In any case, I would encourage you to send the varsity head coach an email and succinctly (those guys are unbelievably busy) ask him.  Fall is the time to ask that.  Believe me, it's in their best interest as well as your sons.

I don't see where there is any implication of a threat. As for charging to play, I can assure you there's no conflict of interest at Hillgrove as every penny is documented and accounted for. Cobb County School District doesn't come anywhere close to covering all the expense of fielding a varsity baseball team, much less JV or feeder teams.
