Does anyone know what is going on? I guess I am in the dark, what is this all about just saw an article but seems greek to me.

That's an old article. MLB is pushing very hard to implement an international draft in the next CBA. They tried to get it in the last one (signed November, 2016) but started too late and had to scrap it to get the CBA through before expiring. Current CBA expires in 2021 and MLB is working now to try and have an international draft structure in place that is agreeable to both parties by that time.

Can forget about an international draft. International players do not have the same system we have over here in the US.

It's based on both, mostly international as dad4kids pointed out.

Net of it is there will be penalties handed down to the Braves and expect some instant free-agents to be made of some of these players.

And Dad4 is correct, the international system is a cesspool and has been for decades. One reason that they're looking at an international draft similar to domestic. If you haven't seen the movie Pelotero, check it out. Excellent examples of the corruption on player and team side.

Important caveat to this ^^^^

The majority of the allegations against the Braves involve their supposed violation of the rules for INTERNATIONAL amateur free agents and MLB bonus pool money/limitations. There are some allegations involving MLB players drafted, but the vast majority involve international signings and skirting the MLP pool limitations.

The international amateur draft has been the "wild west" for years but MLB is trying to rein it in and is about to make a major example of the Braves with the harsest penalties to date, perhaps even voiding the signing of one of their top overall prospects, 17 yr old Venezuelan SS Kevin Maitan (acquired with intl'l bonus pool money).

Braves are accused of making MANY illegal payments/benefits to prospects to sign, which is foul of the signing bonus pools, etc. Examples are getting a player to sign under slot, but providing cars, etc., after the fact to "make up the difference". Also, payments to families (not the player), etc. All of these were designed to allow them to maximize draft signees within the limitation of the slot value pool, but compensate those signees above and beyond that pool without the penalties to the Braves for exceeding slot payments. Essentially, created an uneven playing field where they were spending more money than the rules allowed vs. other teams who were playing by the rules.

Expect some stiff penalties levied on the Braves, including some of their prospects being made free agents or perhaps declared rule 5 available. Maybe loss of draft picks, etc. That's the next shoe to drop, what will penalties be to the Braves?

If you don't understand slot values and the draft system, you should read up on it. Very interesting and changes the draft entirely from one where the most talented player is drafted where that talent dictates to one where the signability of the prospect outweighs that, particularly in the first 10 rounds where a drafted player not signing means the team actually loses that slot value money from their available pool. Essentially, most teams have already negotiated a signing amount with a player (first 10 rounds) before ever drafting them. They can't afford to draft a player in those rounds that won't sign as it can really mess up their draft of agreed upon signing bonuses to later round players that they want to pay over slot value.
