 Bat Rules at 13U

I've heard people say that -8 is the lightest bat that can be used at 13U. But when I look at the bat rules for both USSSA and Triple Crown, I'm not seeing that. It appears to me that the rules for 12U and 13U regarding bats are the same for both organizations. Am I reading that correctly? I understand that it's time to start getting the kids ready for BBCOR when they get to high school, so moving the kids to a heavier bat at 13U makes sense, but I'm just trying to clarify what the bat rules are for 13U.
