The Sunbelt Summer League is a excellent college baseball experience for young high school athletes moving into the college spot light. Attached below informs you about the basics for the league.

I have tried to get in contact by email and phone but haven't gotten an answer or anything. I really need an answer because I'm very interested in playing summer ball.

Looks like at least some of them are. I'm not involved anymore, so I really don't know for sure. From the Sunbelt league link you just posted under About and SBL Staff. I'd think someone here should be able to help you.
